Summary, etc Hükümete muhalif bir gazete çıkartan, gayrimüslüm yazar Aram'ın İstanbul'da küçük bir matbaası vardır. İkinci Dünya Savaşı sırasında Türkiye'de de artan yabancı düşmanlığı Aram'ı ve gazetesini bulur. Ödeyemeyeceği bir varlık vergisi yükümlülüğü ile arananlar listesine giren Aram, çareyi yakın arkadaşının yardımıyla kaçmakta bulur. Sovyet Gürcistan'ın sınırına gelmeden, Karadeniz ormanlarında saklanacak bir kulübe bulur. Burada sınıra geçeceği günleri sabırla beklerken, sürgünde yazmaya ve geçmişini unutmamak için çizmeye devam eder. Bu sürgün hiç bitmeyecek gibidir... Filmleriyle yurt içi ve yurt dışı pek çok ödüle imza atan yönetmen ve senarist Özcan Alper'in üçüncü uzun metrajlı sinema filmi olan Rüzgarın Hatıraları'nda daha önce Sonbahar filminde de beraber çalıştıkları Onur Saylak’ın yanı sıra Tuba Büyüküstün, Sofya Khandemirova, Ebru Özkan, Mustafa Uğurlu ve Murat Daltaban gibi isimler yer alıyor.
